Minister of the Overseas Community Affairs Council. Chen-Yuan Tung, was invited by the College of Fine Arts and Creative Design and the College of Management of Tunghai University to deliver a speech on April 14, 2021. The event attracted over 300 attendees, including students and faculty members of Tunghai University and people from the business sector.

Tunghai University President Mao-Jiun Wang thanked Minister Tung for making the time to come to Tunghai for the speech. He praised Tung for his past outstanding performance as the chairman of the Cross-Strait Policy Association, the advisory member of the National Security Council and the representative of the Taiwan Economic and Cultural Office of the Republic of China in Thailand. Heading the Overseas Community Affairs Council (OCAC), Dr. Tung now protects the rights and interests of overseas Chinese and their right for education, as well as provides the necessary support for overseas Chinese in their business development.

Minister Tung thanked Tunghai University for the invitation. In addition to delivering the speech, Tung came to present a certificate of appreciation to Dean Wen-Hai Lin of the College of Fine Arts and Creative Design for his design of the installation art in front of the Taiwan Representation Office at Bangkok in Thailand. The building, launched in June 2019, was built and fully-owned by the ROC government to strengthen the diplomatic ties between Taiwan and Thailand and to better the service for overseas Chinese living in Thailand. The installation art designed by Dean Lin featuring “Taiwan Heart, Thailand Warmth” was set up on May 7th, 2020.

The topic of the speech was "The Development of Taiwanese Entrepreneurs under the Dramatically Changing Environment." Minister Tung analyzed the trend of globalization and regional integration from three major factors in the global environmental changes and the impact of the pandemic on Taiwanese entrepreneurs. Current global market situation, the challenges for international business, and the policies and measures of the OCAC were explained in detail. At the end of his speech, Minister Tung said that with its pivotal role, the OCAC will strengthen exchange and cooperation between overseas Chinese and people in Taiwan by setting up exchange channels and service platforms to achieve sustainable operations. He also encouraged Tunghai University to strengthen the industry-academia cooperation relationship with overseas Taiwanese entrepreneurs through the OCAC. By supporting the overseas Chinese community, we will increase the visibility and advance the economic development of Taiwan.
